PRESENT: Chairman Tracy Scott, Jeff Jordan, Joanna McIntosh, Pauline Cote, Frank Merrill, Harold Arey, Richard DeBold, Skip Lawrence, Ron Lesieur, Secretary Andrea Deachman
Chairman Scott introduced the Board and explained how the evening’s agenda would proceed and asked the members of the Board to review the minutes of April 6, 2000.
Motion was made to accept the minutes as written.

DESIGN REVIEW: Fred Bassett
Continued from 3/2/00 4 Lot Subdivision

Abutters: Eric Harris
Tom Huot represented Mr. Bassett and presented the Board with preliminary plans. This property is 21 acres and Mr. Bassett would like to divide it into 4 lots.
The final plan will have the owner of record as Mr. Bassett, mylar will not be recorded until the property has been sold to Mr. Bassett or Mr. Bassett needs to get a notarized letter from the owner allowing him to do this subdivision.
Surveyor, soil scientist, and wetland scientist will all place their signatures and seals on the final plans.

DISCUSSION: Mark Drew
Proposed Community Center
Map 4, Lot 167B
Mr. Drew presented preliminary plans of the site and of the proposed building. The building will be 23,000 square foot wood structure that will be handicapped accessible.
This proposal seems to be a permitted use. It is in the commercial zone. Mr. Drew will continue from here.
Design Review set for June 1, 2000.
DISCUSSION: Bill Rollins, Town Engineer
Mr. Rollins was asked to come and discuss with the Board what he does and how we can work with him in the future to make things easier for the Board and Mr. Rollins.
Mr. Rollins will draft an escrow account letter that will give us a guideline for asking for escrow money.
Mr. Rollins explained how he reviews a project and what he looks for that maybe a problem.
A minimum review we should have information back within 10-15 working days.
Some escrows can be calculated by roadway; for instance; subdivision with a new road constructed should be escrowed at $1.25 per foot and construction services (while the road is being built) is $3.00 per foot with $500.00 per disturbed acre and $ 500.00 per acre there after. Mr. Rollins will explain in more detail if needed. Mr. Rollins also stated that he could be present at Board meetings or be called in for discussion if deem necessary.
The Board thanked Mr. Rollins for his help and input.

DISCUSSION: ZONING REVIEW
Board members reviewed the Zoning Regulations changes will be made and sent to print as soon as possible.
